Willow has bought beer while underage before ("Something Blue") as have
Xander ("Family", "Triangle" and I think "Crush") and Buffy ("Beer Bad",
for which Giles castigated Xander).  

I doubt the enforcement is that strict in Sunnydale;  I'm just guessing
the gas station in "Bargaining" was being picky and none of them had
brought their fake IDs on the last second run to the airport.  (You'll
recall they got the news of Giles's departure from the note he left at
the store and only stopped to pick up Dawn at school.)

Moreover, it's not like Willow's volunteering because she's the only one
who can go, or anything.  (Both Xander and Tara are definitely legal by
this time.)  She's just volunteering so as to shut Xander and Anya up.

I do think I glitched on something in the post, though.  I believe the
police records that contain Faith's birthdate are the ones seen in
"Sanctuary", not "Empty Places".  (I've never seen the screen shot in
question, just read about it somewhere.  Sorry.)
