Hmm, an interesting quandry, Mandy. And one I've wrestled with on occasion.
Of course one way around canon is to find periods during the show when it would be easier to fit them in. Perhaps during the "Clothes fluke" period when Willow and Oz were temporarily on the outs and Buffy wasn't sure where she stood with Angel. Or perhaps while Veruca was a prominent character, when Willow's relationship with Oz was straining as it was. Perhaps keeping Tara on as a friend and sounding-board, but not a romantic interest.
Given the "doomed lovers" angle that Buffy and Angel always had, having Angel bow out graciously wouldn't be out of character(except during the second half of Season Two, but that's another matter entirely). Oz too had attempted to distance himself from Willow when his werewolf nature was discovered. Or perhaps he could simply see more deeply what was going on between Willow and Buffy and also choose to bow out.
I'm guessing that you're doing the story circa season two or three. Otherwise you'd have to contend with Spike, who's hardly the 'bow out gracefully' type. Me, I liked him better before "Crush", when he let his emotions get in the way. After that, the obvious and preferred solution involves something pointy and wooden (Post-Crush Spike is IMO worse than Riley!).
