Vengeance killing is wrongit's not justice, it's murder for one's own
emotional satisfaction. I think Buffy explained the emotional reasons
why it was off-kilter quite neatly in "Villains", and as a practical
matter, the Scoobs had an iron-clad case against Warren (who has no
superpowers or magical skills to escape jail), what with the forensics
on the bullets that Willow was waving around and not one but two
eye-witnesses in Buffy and Xander. There is absolutely no
justification, IMO, for Willow torturing and slaughtering a defenseless,
captive, most-likely-bound-for-Death Row human simply because it made
her feel better.
Or would you all applaud if Warren's mother (seen to be alive, living in
Sunnydale, and not at all evil in "Flooded") were to torture and butcher
Willow in retribution for what Will did to the son Mrs. Meers presumably
loved and mourned? Heck, by the "revenge is okay" argument, she's
*more* justified than Willow is. Warren killed Tara out of a reckless
disregard for the consequences of firing random gunshots while fleeing
in panicWillow killed Warren slowly and painfully with malice
aforethought.
Go, Mama Meers, go! (No, don't. And Willow shouldn't have, either.)

Neither killing happened in a vaccum. Willow killed under extreme
provocation. Most human beings can be pushed to a breaking point. Willow's
was probably lower than it should have been because of her problems with
magic, but she was still pushed.
Warren was a sociopath. He used, abused, and murdered people purely out of
a complete indifference to the rights, feelings and lives of others. All he
cared about were his own desires, and he didn't care about the ethics of
whatever he did to meet them. He would have kept right on hurting or
killing anyone who had something he wanted in prison any chance he got.
People who are completely incapable of caring about others are a danger to
society and should be taken out of it, permanently.
Oddly though, despite the fact that I have no doubt that Warren needed
killing, I agree with you that having Willow do it and use torture was
character asassination. My choice would have been to have Buffy hunt him
down and kill him cleanly, for the purpose of removing the threat. Remember
that he was not in police custody, and had a number of magical weapons and
defenses when Willow went after him. Odds are the cops would not have
caught him and he'd have just set up shop somewhere else. Especially when
you consider that we're talking about the Sunnydale PD here.
