A minor addition to this point:  While they were never shown to 
change completly into wolves, Oz was shown with two distinctly 
different forms in different epidodes, the first more wolf-like then 
the other.  Whether this was part of the curse, or a mere change in 
costuming department is debatable, but it is something you might use.

blood thirsty killers instead of just hunters or predators.
Wolfy Oz was quite willing to rip people to shreds, including Willow.

silver?  This is one the most important points and I don;t remember 
this being explained on the show.
At the very least injuries from other werewolves can be fatal as well.
