One other thing to keep in mind is that while a writer you admire may not have the time (or desire - it is your idea after all) to flesh out your idea I'm betting there are a lot who would be willing to read a sample of your writing and offer constructive criticism. Then as the story progresses, find one person to beta it for you - to read it, point out continuity flaws, grammatical errors, and other general constructive help. And keep on writing because the more you do it, the better you'll get.

I'll take a stab at trying to answer your questions for you. First off I think creative writing can be taught to a point. The tecnique is what is learned, plot discriptive writing ect. But there comes a time when passion takes the stories beyond that. I think as long as you have that passion for your stories and are willing to work with them which means fighting to make them work you can become a creative writer. It could be a hiden skill of yours that just needs to be flushed out.
 
As for sending your ideas to authors you like. I would first email the and find out if they have the time or if they are willing to write a story based on your idea. The other option is to colaborate with someone on writing your story. This can be both fun and stressful depending on how you work with. Then the last option would be to simplify your idea as much as possible and turn it into a challenge to post on a groups site/page.
