No, but it'll happen at the appropriate point in the story.
Otherwise I would be posting it elsewhere (Is there a 'Buffy and
Willow are just friends' list somewhere?) :-). Plot-wise I'm
only  25% into the story so there is plenty of time for a
relationship to develop :-).
