There's also the fact that whatever Joss has in mind, he has to be 
able to sell it to a network.  If he couldn't convince the networks 
to keep Angel going, can you picture trying to sell a movie based on 
a minor character?...

Joss:  So, this movie will be about Illyria.

Network Exec:  Who?

If he's going to be able to sell this, he'll need the franchise 
players.  Remember, it took a series of successful movies with the 
original cast to get Paramount to do Star Trek:  The Next 
Generation.
