Sure the immortal storyline was a bit weird and if
not work further on pretty pointless so yes it was meant to prepare a future
storyline IF future there was, just like they put Kennedy with Willow, Wood with
Faith to give themselves more possibility but the Sarah one, I definitely doubt
on it.
As for Eliza, it's really the first time I heard
she said something like that. She wanted to work on something else (tru
calling), that she does as she pleases, that's fine by me though a Faith spin
off had the most potential but that was never given up. Joss had wanted to work
with her again forever since season 3 and she said she always wanted to work
with him but the schedulded wasn't right for that. She said if she can
(schedulde) she'll work with him again.

Illyria just isn't established
enough. The entire potential audience would be people who liked
Season 5 of Angel, and specifically those among that group that really
liked that character. Willow and Spike have both had years of
developing their characters and fan followings, to the point of BtVS's
last two seasons being as much about them as Buffy. And, again, why
build up a subplot for Buffy, especially one that made as little sense as
the whole Immortal thing did, if there's not a story behind it?
That's an awful lot of trouble and backstory for it to be just "She's
seeing somebody", ESPECIALLY when the whole thing makes no sense.
I mean, granted, the shows have seen some bad writing in their time,
but this would have to be deliberate bad writing, if that's all there
is to it.
As for Eliza, she'd be the least likely to sign on,
given one of her stated reasons for turning down the Faith spinoff.
She said when she came back for that last season, she just couldn't find
Faith any more.
