Well, it's more Draco fangirls trying to make him into Spike Jr.  The
Spike of the Potterverse is Sirius Black (who, naturally, Buffy gets
shipped with, a lot).

I disagree.  Willow/Tara was stable, for the most part, and Tara was
well liked.  Kennedy just annoyed people.  She also didn't have the
sheer presence a Slayer should have.  Sarah and Eliza spoiled us,
there.  In both cases, the Slayers were cast with people who just walk
into a scene and dominate it, getting all the viewer's attention
focused on them.  They were able to get the viewer to immediately
recognize "This girl's special".  With Kennedy, even when I've
re-watched Season 7, I can never distinguish her from the rest of the
crowd until she does something with Willow, or irritates Buffy or
Faith.  Then, it's "Oh yeah, that one's Kennedy".  I could see Willow
head over heels with Tara, but I just wasn't feeling Aly in the
Willow/Kennedy love scenes.  She was trying her damndest, but I just
couldn't feel the love and devotion from Willow, there, that we were
supposed to be feeling.  This even led some to suggest that it was
intentional, that we were supposed to see Kennedy as nothing more than
Willow's Rebound Girl, someone she'd quickly discard, but I really
don't think that was the intention.
