I don't think Joss believed S7 would be the last going in even if he knew it could be, depending on the network or SMG's willingness to participate.  After shooting started - and at least by January when Sarah said she was done - he adjusted some of the storylines because the end was in sight.  Least that's what I got out of all the interviews.
