I don't think Joss believed S7 would be the last going in even if he
knew it
could be, depending on the network or SMG's willingness to
participate. After
shooting started - and at least by January when Sarah said she was
done - he
adjusted some of the storylines because the end was in sight. Least
that's
what I got out of all the interviews.

Actually, he said that he knew Season 7 would be the last before they
started writing it, hence the First as the ultimate villain. There
were several issues that went into that decision, money issues from
Fox and the network (with everyone in the cast's contracts ending),
and artistic issues with Sarah, who wanted the show to end while it
was still worth watching, on it's own terms, not going out like
Moonlighting or X-Files or numorous other great series that hung on
just a little too long. So, they decided to finish the story, but
leave things open enough to do sequels, at some point. As much as I
miss the series, I think it was the right decision. Now, if he can
just get a great script for a sequel written... Sarah's said, every
time she's asked about it, that she just wants any Buffy project to
live up to it's audience's high expectations.
But, he's on record as saying he knew the series was ending before
they started shooting the final season, which means he should have
told the rest of his cast. I can only guess that he just assumed Aly
would do a Willow spinoff, without actually checking with her on the
subject. But, when she's asked about why she turned it down, she gave
the same exact reasons Sarah did. E
