According to the National Weather Service, the LA region actually has a fairly temperate climate.  If you look at the data collected at http://www.wrh.noaa.gov/lox/climate/cvc.php, you will see that their temperature exteremes from 1921 - 2004 range between 40 degrees and 90 degrees.
 
I live in an area very close in latitude to LA, but on the opposite coast.  While we do have more extremes of temperature on occasion, I can tell you from experience that if it gets in the 90s in the summers where you live, you will think you're dying of cold when the winter temps drop to 40.  We have very mild (comparatively) winters here, temps in the 30s and 40s.  Once every few years we get a couple inches of snow, and the whole town grinds to a halt.  People from up north and from Canada come down and go swimming, and we stand on the pier in winter coats and hats and gloves and talk about them having lost their minds.
 
Also, with them being on the edge of the desert, I expect the temps at night drop quite a bit.  So that would definitely explain coats during patrols.

true, true but in the episode of "the pack" buffy also
wears a winter hat during the day...I don't remember
