For me... Season 3.

01: The integration of Faith into the crew before the subtle slow turn
to evil and alignment with Mayor Wilkins.

02: Many of the characters had great character focused episodes:
Willow in "Doppelgangland", Xander in "The Zeppo", Faith in "Faith,
Hope, & Trick", Giles and Joyce in "Band Candy" (and Joyce in
"Gingerbread"), and finally Angel in "Amends".

03: The Buffy crew managed to produce a standalone episode, much like
Normal Again in Season 6, where there was no storyline plot really but
the episode itself was just fantastic in "The Wish" while offering
Vamp Willow, a much darker Sunnydale, the return of The Master, and
the 'shock' death of Cordelia at once.

04: Many Wiffy moments but also many core Scooby moments as well.

05: A fantastic villian in Mayor Wilkins who skated the path of being
"human" just enough that the viewer forgot he was evil until he went
and did something nasty.

06: We finally see the true angst/rift in the Buffy/Angel
relationship. While Angelus was Angelus, this was the season where we
saw the seeds for the eventual split up and series creation of the
show Angel.

07: Spike's role in "Lover's Walk" was a perfect use for him during
the season. He wasn't integral to the storyline but made a perfect one
episode villain return.

08: The fluctuation in relationships built up from Season 2 completely
imploding and in some cases, patching together by the end of Season 3.
Xander/Cordelia, Buffy/Angel, and Willow/Oz.

09: We see just how unpredictable being the Slayer is in both Alt.
Buffy and Faith during Season 3. We see how easily Buffy could go bad
if cracked and it's the start (IMO) of Buffy's spiral through Season
6. This, along with minor episodes like "Yoko Factor" in Season 4
really set up Seasons 6 and 7 in regards to Buffy's negative attitude.

10: Several really... interesting story ideas are tackled this season.
1: Cordelia and Buffy competing for the Homecoming crown and
subsequently being hunted. 2: Buffy taking on an aspect of a demon and
being able to hear everybody's thoughts. 3: Buffy losing her Slayer
ability and becoming the normal girl she's always wanted to be. 4:
Buffy going rogue with Faith including being arrested in Bad Girls.
