If this would be the case, then Buffy would have been alone after Kendra's death and Faith would
have never been called. So, yes, if Faith dies, then a new Slayer will be called. Now if Buffy dies
again (the reason why Kenrda was called in first instance was because of Buffy's death in "Prophesy
Girl") we don't know what would happen then, this was afaik never discussed on BtVS.

No, the Watcher's Council is not as old as the Slayer. I don't know if this is said in earlier eps,
but in Restless where we 'meet' the first Slayer, Giles says that she didn't have a Watcher. The
only reason is because the Council didn't exist then yet.

About when the council was founded, I can only speculate, since I wasn't able to watch any BtVS ep
in english before season 4. But in all of the fics I've read, the authors wrote that the council was
founded around 1000 AD. Maybe somebody else can help more about this.
