Since Faith was called when Kendra died I think the odds are very
good that if she dies another will be called. Spome people have
questioned whether another slayer would be called if Buffy dies
(ie will there always be two slayers now). My feeling is that
there would be, Buffy is still a slayer so her death would still,
IMO, trigger the activation of another slayer. If there was
evidence that Buffy was no longer a slayer when she was revived
in PG of that the slayer power had been split between her and
Kendra (and then Faith) then there might be some doubt.

In the end it's up to Joss.

Based on the fact that in Restless Giles stated that the first
slayer '...never had a watcher..' my guess is that the watchers
council came after. Perhaps there has been more than one council
with old ones collapsing and new ones being formed by totally new
people, dissidents from the old or a core of survivors.
