OT: i seek answers

i'm working on something and i was wondering if someone could help me 
out with the following questions:

1: If Faith died would another slayer take her place? She's one of 
two for her generation so i was thinking that if she died it' just be 
buffy again.

2: Is the Watcher's Council as old as the Slayer? Have there always 
been Watchers?

Anyone who knows the answers, i would appreciate some help, even if 
you don't random speculation would also be helpful.
