Yep, she got the power when Kendra died, so I assume if she died some
other slayer would be called.

In "Restless", Giles says that the First Slayer never had a Watcher.
In "Graduation part 1", Wesley says that some of the Council's laws
have "existed longer than civilization". So I would assume that the
earliest incarnation of the Council was created shortly after the
Slayers started getting called (at least 10,000+ years ago).
