Well I have yet to figure out how to make manips so it's definitely not the 
best. Just your basic graphics program.

As for good ones, alot of people I know that make fanart use Paint Shop Pro. 
Most people love it, I downloaded it and had no clue how to use it LOL. I 
think you can find it at www.jasc.com. I think, don't hold me to that, cuz 
I'm not sure.
