Or, the PTB help Buffy in more subtle ways, and always had long term 
plans for William.  

Unlike most Slayers, Buffy was hidden from the Watchers Council until 
she was called. This gave her the ability to think outside the box, 
which has saved the world on numerous occasions. She was provided 
Angel at a time when she needed him. She's been brought back from 
death twice, indicating that the PTB consider her special.  

And, it was Giles who suggested to Spike that he needed to consider 
that there may have been a higher purpose to his getting chipped.

If Willow's actions are forgivable, Cordy's certainly are.
