He was splitting his focus between Buffy and Firefly, yes.  Angel 
was never his top priority, and it showed.  That's why that show 
never seemed to find a direction, and never got out of the shadow of 
it's parent show.  That's why Angel never had a Becoming 2 or Hush 
or Once More With Feeling or even a Conversations With Dead People.  
Angel was never quite as personal for him as Buffy.  And, it got to 
the point where he was putting a lot of his own life into the 
character.  Aside from the circumstances of his mother's death, the 
whole description he gave about what he had to learn about being the 
one in charge was exactly Buffy in Season 7.

Whether or not you like how he wrapped his story up, it was his to 
wrap up.
