In the sense Joss wouldn't let it happen, yeah.  The thing is, though,
these things tended to be the most convincing when the characters were
allowed to go where they pleased, without having a Plot Device Love
Interest forced on them.  By the end, these three had a bond that they
were never going to have with anyone else (Well, there was Faith), and
it had been demonstrated over the course of seven years that none of
them were going to find anyone who would stick WITH them like the
other two.  By Show Time, they very literally didn't need words to
communicate  :)
