In that case (Since I think Buffy would know what sign she is), 
since the cusp falls anywhere from the 14th to the 19th, anywhere 
from the 14th to 16th would work best.

The problem with these things is these writers never have calenders 
handy when they write, leading to timeline messes.  The official 
Harry Potter timeline has the same issues, as it's built around the 
one specific date listed in the books (October 31, 1992 as when the 
Halloween scenes in Chamber of Secrets take place), but some days 
events happen don't really fit the calenders over the years.
