Pretty much.  She has to have a relationship of some sort with the
entire cast.  So, any of these relationships can be built on and
explored.  There's also the matter of how Sarah and the other person
would play off each other.  The WB had the "six inches of seperation"
rule put in place between Buffy and Giles, because of the chemistry
between SMG and ASH, giving Buffy's and Giles's relationship a dynamic
the network didn't want (though some directors ignored the rule).  The
Buffy/Faith thing started with how Sarah and Eliza played their scenes
together, and was quickly written into the show.  That's how the
Buffy/Spike thing developed, as well.  There was a romantic vibe to
Buffy's scenes with both Xander and Willow, created entirely by how
the actors played their scenes.  One huge reason I think Buffy/Riley
failed was because Buffy had better chemistry with just about
everybody else.  

I wonder if, after a while, the actors just started playing things
certain ways just to drive Joss nuts.  Aly in Bargaining comes to mind

Or, if you're wanting to get a little dark and angsty, right after
Giles and Tara leave in early Season 6, while Buffy and Willow are
both a mess.

Pre-W/T, certainly.  And there was that period in Season 6 when they
were getting pretty subtexty.

Well, that seemed the plan in the beginning, actually.  Xander was the
male lead, while Angel wasn't supposed to last past Season 1.  There
were two spots they could have gone there and made it work:  The
Freshman:  Buffy's depressed and feeling abandoned by Willow, Giles,
and Joyce.  She's feeling lost, and enters the Bronze.  She thinks,
for a moment, she sees Angel, but it's someone else.  Then Xander
makes his first appearance of the season, and is just what she needs,
right then.  I suspect they brought Anya back to get Xander out of
Riley's way.

The second time was in Lessons.  When Xander comes in the door in his
suit and tie, didn't he, Buffy, and Dawn look like the cozy family unit?

Y'know, I've never really gotten how it's OK for Xander to be involved
with a woman over 1000, and Buffy to date guys past the century mark,
but not someone in his 40s.  Any "incest" claims apply just as much to
B/W (In fact, many who bash the B/W ship make the incest arguement). 
Father figure?  Maybe, but he's not her dad, any more than her sister
figure, Willow, is her actual sister.
