You've got the chronology messed up here.  There was no attempt to make
Giles a "father figure" before S3as you mention, Joss deliberately
went the other way in casting. gave the Giles the IMO best romance in
the first two seasons, specifically gave Buffy all the power in the
relationship and had them bond as peers numerous times.  (Also note the
complete lack of territorial "she's *my* daughter" sparring when Giles
meets Hank in "Nightmares".)

Giles only loses his personal life and gets pushed aside starting in S3,
one of several character retcons of that season (a list that also
includes "Buffy's not a badass who dresses so slutty boys use it as an
excuse for date-rape attemptsno, all of a sudden she's a joyless
Pastel Priss who needs wild girl Faith to help her find the fun" and
"Buffy's not someone who can Make the Hard Choices like sending the man
she loves to Hellnope, she's a moony schoolgirl who lies to everyone
about Angel's return because she just can't be without her Angel-wangel"
and "Xander never had an interest in Buffy, not at all, it's not like
Cordelia was constantly upset with his 'obsession' about Buffyno way,
he's torn between Willow and Cordelia, Buffy never enters his mind" and
"Willow and Xander don't love each other, we never said thatthis is
just a cheap and dirty 'clothes fluke' and Willow belongs with Oz,
hallowed be His Perfect Monosyllabic Self" and "Xander's not a guy who
tries his hardest and is a hero through and through'he's just the
comic relief, people are taking him too seriously' [Joss to USA
Today].")  IMO, the pigeonholing and marginalization of Giles was either
a response to the B/G 'shipping on the Net or part of Joss being bored
with the original cast and wanting to make the show all about his new
toys, be it Faith, Riley (oh, and Tara, who's there because Willow's
useless to Joss now [see his "Hush" commentary]), Dawn,
SchmoopySaintlySpike, or Random Attempts At A Spinoff (Andrew,
SiTs,Wood)

And if Giles is a "father-figure" to **Willow**, he's the suckiest suck
that ever sucked.  Not to mention the weirdness of making Willow's crush
on him canonical in S4&
